Payments still on hold although tracking / shipping number was added

Hello!

I sold on eBay and got payments of over 280 Euro twice. In both cases I added the tracking numbers and the parcels were successfully delivered (one on the 28th of March, the other on the 09th of April). In both cases the payments are still on hold, although it says the money will be freed when shipment info is added. Additionally, I don't know if it is connected, the link "Track Shipment" in Paypal is not working, although the tracking numbers are correct, as I checked multiple times. 

What is going on and is there a way to free the money before the 21 days?

Ask the buyer to confirm receipt on their end of the PayPal transaction:

Here's how to confirm you've received an item:

1. Click Activity at the top of the page.
2. Find and click the original payment for the item.
3. Click Confirm receipt.
4. Click Yes to confirm that you received the order.
