Payments on hold and not sure why...

Hi Everyone,
I had two people send me funds from out of the country for an apartment here in the U.S. For some reason, the funds are on hold...
I've updated my address information, confirmed receipt, there is nothing to track to I did not set up any tracking information.
But 1. I am being charged $101.50 for each transaction, and 2. the funds are on hold for 21 days...
This completely defeated the purpose of using PayPal to transfer these funds. Is there a reason why I am being charged and why these funds are on hold for so long? Is there anything I can do or I should have the people who sent the funds should do on their end?

You are charged a fee because paypal is not a charity and you pay for their services.
That is how they are able to fund the service and pay their staffs wages every month.
