Payment/transfer problems

Everytime I try to send money or transfer money from my account it is saying we cant send your money right now try again later.there is definitely enough funds in my paypal balance to make the payment/transfer.is anyone else having this problem today or know what could be happening?thanks

Yes I'm having that same problem today.  I'm in the US though.
