Payment on hold

I am so tired of this problem. I've been with PayPal since 2015 and now four years later PayPal want to keep giving me these problem with MY OWN money...n right now I have money in MY account and I can't even use it. But PayPal tell me they can't fix it cause it's a different branch yet that branch don't even have a phone number to call
