So i sent a friend some money through friends and family option and a notification came up saying his account was in Philippines peso (But hes from the US) and he told me to change it to USD. After i sent the money everything was good on my side but on his he had said the money was on hold for 7 days why is this?

Unfortunately, there are many reasons for payment to be held, but the receiver will always receive an email explaining why. Sometimes we offer a solution to the quicker release of the funds.
In this case, as you sent it a personal payment I doubt it will be held for such a long period. I would advise you to ask the receiver to contact PayPal directly.
