Payment on hold, wants me to do a ship date, but I am not a seller!

 I have two paypal accounts, one is set up perfectly. Accepts funds automatically, never had to worry about it.

My other account, is putting payments on hold and wants me to send a ship/completed date, like I have sold something, but I haven't. 

 

I understand from paypal chat help that they think its because the funds are being set through via goods/service instead of friends/family, but this is not the case. Via the link to send funds (which I am not going to disclose for personal reasons!) doesn't give anyone the option to select goods/service or friends/family. So why on one account it accepts everything and on this other account it thinks I am a seller and puts everything on hold?

If its a 'personal' paypal.me link then the 'sender' when they send the funds has the option to tick a goods / services box next to the payment to send it that way.
