Payment on Hold

I know this is a common problem that Paypal seem uninterested in fixing and is complete BS but yet again my money is on hold from a payment I had made to me for the sale of something. Fine, I accept that Paypal is all about protecting the buyer and **bleep** to the seller but I've done everything by the book, uploaded tracking etc and followed the track and trace all the way to it being delivered but still no money.... It seems unless I can get the buyer to tell Paypal they have received it, I'm **bleep**. Its like my money is being held hostage for no reason. 

There has to be a better way of doing it than this? I'm basically sat on $1300 I can't access and out of pocket at the same time.

Funds are normally released when tracking shows online that the item has been delivered to the buyer + 1 day as long as you used one of Paypals supported carriers.
If completed and no funds are released then contact c.s. and request manual release of funds.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...

1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
