Payment on Hold - Do I still ship my product?

I sold a wedding dress online and my buyer submitted me the payment through PayPal. Because I don't use PayPal often enough, they put the payment on hold. However, the site I used to sell my dress said "Do  not mail your dress until payment is received" ... I can't receive my payment until PayPal gets the Tracking number and information...

I don't know what to do here....

Do I ship it to please PayPal? And hope my money comes through?

Are the funds on hold IN your paypal balance / account?
