Payment hold by paypal does not affect your seller protection or the risk of your funds being reversed.
Your buyer knows nothing about your payment hold, that is between you and paypal.
All a buyer can do is open a dispute for non receipt of item OR item received but not as described and if they win it would not matter where the funds are you would have to refund.
