PayPal reviews your account periodically and will email you when they have released you from regimen. Even if released, your payments may still be held from time to time if it meets certain criteria but just not every payment.

In the meantime, roll with the punches and adapt. Everyone should have some capital on hand to handle basic expenses such as shipping/buying inventory instead of running your business payment by payment or you won't survive in the face of these holds.
