A friend of mine tried sending money to my new PayPal account, but it was not able to go through for some reason, and she claims the money was deducted from her account. The message she received on her end was "From time to time, PayPal must review a payment more closely to ensure it complies with the established User Agreement and our global regulatory obligations. We identified a risk that prevents us from completing this payment. We apologize for the inconvenience. For more information, see our User Agreement and Acceptable Use Policy." She said she sent some other people money and those transactions went through.

As you have not added your country to your profile (so we can see when we hover over your username) or said in your post which country you are in then sadly can't advise.
Paypal varies a great deal country to country so you need to tell us where you are on this worldwide community forum.
