Payment On Hold - Non Ebay

I have a few payments on hold but they're not from an item I bought, they're from my brother. Why are they on hold and when will it be released?

They could have been sent as goods and services. Click "Add Tracking" button in the transaction details, select an order status (Order Processed), then ask the other party to confirm receipt on their end of the transaction to release funds.
