Payment Is Still On Hold After 21 Days After Adding The Tracking Link

Hi,
I've had this issue where my payment is still on hold after 21 days. I also added the tracking link on the same day I shipped the item and it still has not been released. It has been 25 days so far and I still have not had access to my payment. I did not do anything wrong as the customer has notified me they have received the item I shipped out to them and loved it. They did not request a refund or file a complaint. My problem is how do I have this payment released as I tried calling Paypal's customer service and messaging them via online and they all are BOTs.

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages...
1. Paypal phones are slowly re-opening and increasing in numbers (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
