PayPal stole my money

When I signed up for PayPal $2 was taken when they sent the code, I've now completed the signup and the money isn't being refunded, why?

PayPal didn't steal you money...if an refund was issued, it takes up to a week to 30 days for your card issuer to post the refund to your card.
