PayPal stole my money from me

I have an account that got limited, it had 519.30 in holding. I was told I had to wait 180 days for my funds to be available, and then I would receive an email on how to withdraw the funds. It has been 180 days I go to check my account last night and it says I have no money in it and 4 days ago PayPal deducted all my money and sent it to PayPal. On the phone for 2 hours with them this morning and they say that they can just take my money because its covering the damage done to PayPal and its name. I've had multiple PayPal accounts and I've never had this happen before I've always been able to retrieve the funds after 180 days. Why are they suddenly able to just take my money?

The fact you have had multiple accounts and keep breaking paypal rules by keep opening more and getting those limited as well seems a possible reason?
