PayPal ripping off customers!!

so according to PayPal's contractual binding summary they state that they can only hold your funds for 21 days so far it's been over a month I've called and spoke to several supervisors sent many e-mails and keep being told that it's a technical issue and they do not know when I'm going to get my money this is unacceptable who do we have to contact to make this right is anybody else having the same problem
