Well it seems that this is a problem that is not unique to me. PayPal doesn’t respond, they’re not reachable and they only make decisions in favour of the seller. I bought a mobile phone. Never received it. Contacted the seller. They “resent” it. Got “lost” in transit. “If you still want it, we’ll resend”. was the response to my offer of a partial repayment. “ No, I want the mobile phone” was my response to both PayPal and the seller. Well since then I’ve just received the same automated message from PayPal and the sellers automated message is “this is our busy time of the year and we’ll het back to you in 3-7 days” which doesn’t happen. Subsequently: PayPal closes the dispute based on the “fact” that I didn’t respond! Laughable, NO. I’ve lost my money! Tantamount to theft! And PayPal isn’t interested because they’ve been paid.

Did you open a dispute for non receipt of item?
Did you escalate to a claim?
