This happened today (I’m UK based) meaning if you slip overdrawn on your bank account when times are hard and have a fiver in your PayPal account, you will no longer be able to withdraw to your bank to cover it if you have less than £6 in your PayPal account. Simple question. This is my/our money - is this legal?

Well, being overdrawn could impact your bank account being used for anything. Its risk based.
