PayPal holding balance keeps decreasing every few days?

I'm a new user on PayPal and my account has been limited for to being a new seller. Therefore my funds have been locked by PayPal for 21 days . But I have noticed that around 50 PHP keeps decreasing from that hold amount every few days. Is there any reason why this is happening?
