PayPal funds are stuck please help

Hello I’m trying to withdraw my money from my PayPal account and it keeps saying this error message below please help. Thanks

It's not allowing me to make purchase also

It appears to be a growing problem and there is not much discussion about it on the forum.  One message said that the person's account was suspended, but there was no follow up to see if that was truly the problem.

There's some method where you can go to Walmart and withdraw your funds that way - with another service charge.  I haven't tried it, yet, but if anyone needs the method I can post here.
