PayPal doesn't let me use my balance and required me to use my card

I have over $30 in my balance and I want to use the balance to purchase something. PayPal Keep asking for the debit/credit card, so I added my card in, and I couldn't use my balance to purchase the item I wanted. I do not want to use any other card, use the PayPal balance I have.
