PayPal Money on Hold

I recently sold a virtual item to a customer, where he sent 35USD. The money has now been put on hold. When I try to add tracking information, it says there's a "Technical Error" so I can't confirm it has been successfully shipped. Maybe there is something I can verify to remove this restriction? I have my Passport, Mobile Number, Email Address to remove this. Please help!
