Pay pal withdrawal currency conversion

Hello!

How to withdraw USD to Revolur account without pay-pal convert usd to ron (local currency)?

The account you withdrawing to has to be a US bank account. And PayPal will still charge 4% fee transferring USD to US Bank account linked to Non-US PayPal accounts. So your best option is to get paid in RON currency. Or keep the USD in your PayPal account and pay in USD by switching your primary balance to USD before paying with USD.
