I have been with eBay over 90 days and Paypal still is holding my funds! Why

You got to talk to eBay about that if eBay is still instructing PayPal to hold payments. If it is PayPal holding your funds, no mention of eBay, PayPal periodically reviews your account and decide whether to release you from the hold regimen.

Have you met all three conditions:
Sellers are considered to have a limited selling history until three conditions are met:
- It's been more than 90 days since your first successful sale
- You have more than 25 sales transactions
- You have more than $250 in total sales
