Pay & send money

When I click into the pay & send money why I can only pay for goods & services instead of sending money to someone ? When I try to send someone the money by clicking the pay for goods & services they straight away block my transaction & refunded all the money back to the sender . Please guide me on how to send the money instead of paying for goods and services . The old paypal get to send money to someone without any hassle

I want to send money to my friend, but it does not allow me to send.
I received a message:
Sorry, we weren't able to complete your payment at this time. Please try again later.

With PayPal, you can send money to anyone with an email address.
Here’s how to send money:
Log in to your PayPal account.
Click Send money to a friend at the top of the page.
Type the email address or mobile number to whom you are sending money, and the amount being sent.
Click Next.
Review and confirm the information on the screen and click Send.
Check your desktop browser to see if it’s up-to-date: PayPal_Connection_OK

I have 15$ on acc and send 10$, wher is problem?
