I sent out a package 15 days ago and its still hasn't been delivered or its whereabouts are unknown at this time. My funds are being withheld due to non delivery. What can I do?

If its not delivered then you can refund the buyer.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
