On 5 Euro send - 3,99 Euro Fee?

I would like to send to a friends 5 euro, but PayPal put on it 3,99 euro fee?Why?

I'm sorry for the concern with the fee. There are several reasons you're being charged a fee. I recommend reviewing the details about our fees by scrolling to the bottom of any page our site, and selecting the Fees button.
