OTP to release funds

Hello, I have a hold on funds related to an eBay transaction. When discussing with PayPal via the message assistant, I've been advised to either wait 21 days for the funds to be released, or to "kindly stay online with us so that we can share an OTP which will help us to release your funds immediately" - I'm not sure what the OTP is, I can't find anything in the help section. Perhaps a coincidence but during the time-frame of this conversation, I received a text message asking me to log into my PayPal account to confirm suspicious activity (the text is clearly not from PayPal) and now a text from PayPal with a security code on it - which I have not requested. Perhaps I'm being paranoid but it does seem a bit odd to me to be offered the chance to released the funds and at the same time receive two text messages relating to my account which do not seem genuine.
