My money on hold. I'm not even selling a thing

Hello,

First of all, i top up my paypal account using vmoney merchant in my country (Indonesia).

I top up twice, the first one is to make sure that it's legit and it is. So, i receive my money instantly.
But the second one, it's completed but on hold for 21 days..
I'm not even selling a thing. I want to top up my money to paypal account and the merchant use vmoney. 
So, what do i have to do? Do i have to wait for 21 days even when im not even a "seller/merchant"?
And, do i have to wait for 21 days everytime i want to top up money to my paypal account?
