No option to convert USD to INR

I want to clear my INR negative Balance. So i have to convert USD to INR but there is no option coming to Convert USD to INR currency. Can i get a solution.

The INR currency is supported as a payment currency and a currency balance for in-country PayPal India accounts only. PayPal doesn't let you convert USD or other currency to INR otherwise except for automatically converting to INR if withdrawing USD or other currency to your India bank account. If you buy something in INR (in-country), maybe PayPal will add on the INR negative balance to your INR purchase. This will be displayed during checkout.

So how do clear my negative balance without adding funds to my account.
