No 'Pay a Friend/Family' option. Fees charged to all my personal recipients?

I've noticed I no longer have the 'Pay a Friend/Family' option on my PayPal (Personal Account) homescreen. I only have the options to 'Send money to anyone/contacts', 'Send money to friends abroad' and 'Send an invoice'. All of which charge fees.

Every time I have made a personal payment to friends (not abroad) they have been charged to receive the money. Why has the 'pay a friend' option gone and how can I get it back? Is there any way of getting these charges refunded? Any help appreciated!!

PayPal being greedy.

Sometimes paypal may remove that option if they think someone is using it to pay for puchases that way helping a seller evade paying their paypal fees.

If that is not the case then your best bet is to ask customer services.
