No Confirm Receipt Button on Payer side

My payee has not received money I sent 2/3 weeks ago. He only received this message. But there is no "confirm receipt" button on my side The money was sent to you as a 'Payment for Goods or Services', and we are waiting for any confirmation that the sender already received what they've paid for before we can release the funds for you. Marking the transaction as ‘Confirmed Receipt’ on the senders end will let you have immediate access to the funds. Here are the steps that you can simply forward to them, just make sure you ask them to use a regular browser. • Log in to PayPal account. • Look for Activity Tab. • Locate the transaction needs to be confirm. • Click the details of the transaction. • Click “receive/confirm item/service". • Click Submit. This information will further help you get the funds instantly available on your PayPal.
