New seller hold on payment when shipment not required

Hello, I am new to PayPal and sold an item that shipping wasn't required and stated so on invoice. The funds are now on hold for almost 25 days and my customer is offering to state they are happy with the transaction. Will PayPal release the funds after contacting them? I just tried to call and I was offered a call back in a hour and 26 minutes and entered my phone number and they kept saying my number doesn't match my account! What is the best route when needing to contact them?Thank you for reading this and any help very appreciated!
