Does Paypal not like it when you add a new bank account or new card, ever since I have I’ve had issue after issue...delays in transferring funds, sometimes I had to wait up to 48 hours whereas before I could transfer funds every minutes if I wanted to!
If you are withdrawing to a new bank account then yes paypals security would kick in for a while and slow down withdrawals to make sure there are no security issues.
