New Seller- Item was Shipped and Delivered- Still says 21 day wait.

I shipped out my items as directed. The items were Delivered. The "tracking" button doesn't work. It also still says that I will be waiting 21 days for my funds.

 

Is there anyone from Paypal that I can actually talk to?

Paypal phones are mostly non operational since covid but sometimes you get lucky. (use the guest option if you can't log in).
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or
have you considered contacting Customer Service via Facebook or Twitter?

The customer service representative said that even though I had shipped the item and they can confirm that the item was delivered, they would still be holding the funds for 21 days. The buyer even called and they stated that customer service told them that it would take a minimum of a week. Customer Service is so bad here that I refunded the funds and sent them a square invoice.

 

I won't be using Paypal again for invoicing.
