I recently bought a prepaid Netspend debit card and am attempting to link it to my Paypal account. Everytime i try i get the "Your card has been declined. Please try a different payment method." message. I am almost completely sure that i have completed activation on the Netspend website and don't understand exactly why it isn't working.
