Need to dispute a payment but don’t have access to it

I bought something off Depop for £84 and used PayPal. It has been 6 weeks and the seller has been unresponsive. He did not follow Depop guidelines and sent the package untracked. I have his number, email, and the PayPal receipt of the transaction. Unfortunately, I cannot access and dispute it as I have changed PayPal region and cannot see any of my old transactions. I really need this money and would appreciate if someone could help me.

Contact customer services as they may be able to open the dispute for you?

Failing that if you funded the paypal payment via a credit card then have you considered a chargeback?

Hey, I can’t contact them. There are no people on the helpline and I cannot dispute anything. Please could you help me 😞

Paypal phones are mostly non operational since covid but sometimes you get lucky.
If there is one available it will show when you click help / contact bottom left of Paypal pages for options available in your country.
Live chat is randomly available.
You can send them a message.
Or have you considered contacting Customer Service via Facebook or Twitter?
