My payment is on hold. Why is this happening?

at 25 Jan, I have received money in 165USD but it is on hold. Yesterday I have received money in 90USD and it's on PayPal balance.
why the payment at 25 Jan is not received in my PayPal balance?
Please, let me know why it's happened.
