My own added money pending forever

Is it normal for money ive added to my OWN account from my OWN bank account to be pending forever and never show up even past the estimated date? What's worse is, the money is missing from my bank account now AS IF it was finally added to my PayPal balance but when i logged in to check it said i still have zero money in it and the payment is STILL pending
