My debit card is frozen due to fraudulent charges. I thought the issue was resolved, so I transferred money from my PayPal account into my bank account. It said that it failed to send, and now my PayPal account is empty. Where did it go and how do I get it, immediately?

If the funds are declined by your bank they should bounce back to your paypal account, you would need to sort it with your bank or card issuer.
