The bank account is not added from the link you sent. If my bank account information is all correct then why my bank account is not added
If the information in the link didn't help you sort out the reason why you can't add your bank account then contact customer services and see if they will add it for you.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
