My DEBIT CARD Doesn't Match the Information

Even if I fill out the form correctly including my card number, expiry date and security code, it says that it doesn't match the info according to the system of Paypal. NOTE: I just recently activated my Debit Card last week. My debit card is new and I haven't withdraw any cash from it until now. Is it the reason why?
