Hello Dears, 

Could you please help me and advise on the follwoing:

• Paypal block my credit card because of entereing a wrong code of 4 digits several times.
• I need to link my credit card to transfer the available balance with no luck , i followed the steps with no luck since i have no clue what is the the 4 digits means.
• The merchant refunding the amount but there is a charges fees taken from the main amount ?? please note that he has no family and friends option, we are both in middle east.
• I need someone from paypal to contact me and solve these matters please.

When you add a card a 4 digit number is sent to that card ACCOUNT to confirm ownership of the account.

You get the number and go back to paypal and enter it to confirm the card.

As you have presumably not confirmed the card correctly with your 3 chances then you can no longer confirm that card.
