The obligatory £1.00 has gone out of my bank, but I still cannot transfer my money out of the wallet, it constantly asks to link to my preferred card, which is staring me in the face as (already)"preferred"

It sounds like the verification is not completed on your PayPal account. As you have been debited the 1.00GBP, the reference will show a 4 digit code that you are required to enter into your PayPal account. Once you have entered the code, and the card is confirmed, the 1.00GBP charge is credited back to your account.
