Money verified sent, but seller hasn't recieved

I sent money to buy from someone through echeck, I recieved an email the money was sent but seller says and proved moneys still on hold.

Seller has to ship and provide tracking info into the transaction so PayPal can confirm delivery and release funds to seller. If transaction does not require shipping:

Seller/Recipient must do these steps to get money sooner (may not be available for some countries):

 1. Click Activity at the top of the page.

 2. Find and click the payment transaction.

 3. Click Add Tracking Info.

 4. Select an order status: Order Processed.

Then ask Buyer/Sender to do these steps to confirm receipt (may not be available for some countries):

 1. Click Activity at the top of the page.

 2. Find and click the payment transaction.

 3. Click Confirm Receipt.

 4. Click Yes to confirm.
