Thanks for posting in the PayPal Community forums for help with this issue. I'm sorry that your payment is still on hold after providing tracking information. I can see why you would be concerned.
As @kernowlass pointed out, it does depend on what country your PayPal account is registered in and whether you have used a supported courier. Also, a payment may be held if there is an open dispute filed against it, you sold the item through a merchant services provider that has their own hold criteria, or PayPal's security system detects a high level of risk.
