Money on hold

Is it normal to have money paid into your PayPal account be hold for 14 to 21 days? I asked my housemate to put his rent into my PayPal account because it difficult for me to access a bank to deposit in person and did not wish to give out my bank account number for security reasons. This leaves me in the situation of no access to that money for living. Is this normal?

Do these steps to get money sooner (may not be available for some countries):

 1. Click Activity at the top of the page.

 2. Find and click the payment transaction.

 3. Click Add Tracking Info.

 4. Select an Order Status: Order Processed.

Then ask sender to do these steps to confirm receipt (may not be available for some countries):

 1. Log on to PayPal account.

 2. Click Activity at the top of the page.

 3. Find and click the payment transaction.

 4. Click Confirm Receipt.

 5. Click Yes to confirm.

Next time, train your sender to send money as 'friends and family' if they are paying you back rent money. At most, it may be held for payment review up to 72 hours.
