Should I be able to see if money is on hold in my acct?

Yes, you would be able to see money that is Pending and On Hold on the Summary page or Activity page. If not, then either the hold has been released and the funds move to your available balance or you were not paid. Meaning the person did not actually send the money.

I got email from <removed> saying the money won't be released until I send 700 for fee what do I do

The email that you received is a fake email. It is designed to make you think you've been paid, and further, to send more money to the fraudster. Please forward the email to spoof@paypal.com and disregard it. The buyer in the transaction is not legitimate.
