Money on hold and charged a free to receive money

Why is my money i just received on hold? Also why did I get charged over 5euro for receiving a payment? Thanks

I still have money on hold from May 21 and they charge me almost 5 dollars for it and I can’t even get a hold of anybody

You pay paypal a fee to use their services, that is how they fund that service and pay their staffs wages.
