Money Transfer from my PayPal to debit card

I'm trying to transfer funds from my PayPal to my debit card, but it's saying "There’s a problem Right now, we’re not able to complete this transaction." I have not reach the transfer limits. Why is this happening?

does the billing address of your card match your paypal account address?
